The steady stream of market access announcements for Canadian beef in the first six months of 2023 are reasons for optimism and help support expansion of high-quality grain fed tastes and preferences around the world.

The latest occurred on May 25, when Canada’s International Trade Minister Mary Ng announced that Canadian beef exporters can expect to regain full market access to the Taiwanese market in a few weeks.

The development provides access for over thirty month beef and some offal items, and lifts the last of Taiwan’s bovine spongiform encephalopathy (BSE) restrictions.

In 2022, Taiwan imported 1,185 tonnes of Canadian beef, valued at $13.9 million.

Guatemala re-opened market access for Canadian meat and meat products, including offal, effective April 17, enabling Canadian beef products to flow to the Central American market for the first time in over a decade. Iraq announced new access for Canadian frozen beef products (from calves under-30-months (UTM), earlier in April. These developments followed in quick succession to Japan’s re-opening to Canadian processed beef products in March, a significant move that saw the top trading partner lift its last BSE-era related restriction put in place 20 years ago.

The market access developments provide more opportunities for Canada’s beef producers, processors and exporters. All regained access is positive for producers, particularly when it provides more buyers, increases competition for their products, and maximizes carcass utilization through variety and seasonality of products demanded.

Guatemala's total global import of beef, pork, and poultry was valued at $360 million in 2022. Under the agreement, all Canadian beef, pork and poultry meat products are now eligible for export to Guatemala.

Guatemala suspended market access for beef and pork meat and meat products from Canada in December 2013, due to new requirements to inspect facilities in Canada for approval of exports.

Prior to the suspension, Canada exported 1,112 tonnes (product weight) of frozen bovine beef carcasses, half carcasses, beef cuts (bone-in and boneless) and offal valued at CAD $2 million to Guatemala between 2001 and 2012. The bulk of exports occurred in 2008, with 704 tonnes, valued at CAD $1.3 million. In the past, Guatemala has predominantly been a frozen export market for Canada focused primarily on carcasses with its own capacity to manufacture.

In a news release, Agriculture and Agri-food Canada (AAFC) Minister Marie-Claude Bibeau said increased exports into Guatemala has been part of Canada’s long-term strategy to grow international markets for Canadian exporters, while contributing to global food security benefiting global consumers with access to high-quality meat and poultry products.

The access to the Iraqi market for Canadian frozen beef products will create new opportunities for Canadian producers, processors and exporters.

Historically Iraq has been a very small market; with just three export years in the last 20, totalling 28.3 tonnes valued at CAD $172,647.

Japan was the second largest market for Canadian beef and beef products in 2022 with an estimated value of CAD $519 million. The expanded access is good news for Canadian beef supply partners looking to expand market share in the further processed segment in Japan.

As noted in the May issue of Canada Beef Performs, Canada Beef estimates the Japan market for further processed products (product categories include items like beef patty and jerky, etc.) is 8,600 tonnes valued at USD $47 million (this number does not include opportunities for offal, ground beef and trim).

Canada’s agriculture and agri-food exports reached more than $93.9 billion in 2022 and surpassed a previous target to grow agri-food exports to at least $75 billion by 2025, according to AAFC.
