Canada Beef was pleased to speak with media about the expanded access for Canadian processed beef in Japan recently announced by the Government of Canada.

The development offers Canadian exporters a significant opportunity to expand beef exports to Japan.

A market overview prepared by Canada Beef’s Tokyo office estimated the Japan market for further processed products (product categories include items like beef patty and jerky, etc.) is 8,600 tonnes valued at US $47 million (this number does not include opportunities for offal, ground beef and trim). The main competitors for this market are the U.S. and Australia.

The expanded access is good news for Canadian beef supply partners looking to expand market share in the further processed segment in Japan. It is also good news for producers, as any regained access is positive in providing another buyer for these products and maximizing carcass utilization.

Japan was the second largest market for Canadian beef and beef products in 2022 with an estimated value of $518 million, mostly due to Canada’s preferential access under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Under CPTPP, Japan's 38.5% tariff on beef imports (including primary processed products like ground beef patties) decreased to 23.35% as of April 1, 2023, and will fall to 9% by 2033. According to the Government of Canada, tariffs on further processed beef products will be reduced even more and, in some cases, eliminated altogether – a change that provides Canadian exporters with a clear tariff advantage over key competitors.

The development is significant as it removes the last restrictions on Canadian beef that Japan put in place in 2003 following the discovery of a case of bovine spongiform encephalopathy (BSE) in Alberta.
